Public Policy, Risk Analysis, & the Law
A Conference Series for State Judges & Officials

FREE works at the juncture of economics, ecology, and ethics. We have built our reputation by providing constructive alternatives to the regulatory paradigm. The key to our continuing success is straightforward: We have a sincere concern for environmental quality while recognizing the importance of economic prosperity, responsible liberty, and sound science.

In 2005, FREE launched a new program for state appellate and supreme court judges, and senior cabinet-level officials. This program is modeled after our highly successful conference series for Article III federal judges and law professors.

There exists a great deal of sound policy work on environmental issues, but this information is rarely transmitted effectively, especially at the state level. This is not a surprise. Economists have developed powerful tools and concepts that are intellectually appealing to honest generalists. But as the discipline has progressed, the dominant models and methodologies have become ever more mathematical. Hence, they are seen by many as esoteric exercises in recreational arithmetic with little, if any, relevance to policy reform.

FREE will change this perception. We work with an unusual set of analysts: those interested in ecology as well as liberty, economics, and prosperity. They have powerful analytic tools and the sensitivity to use them wisely and constructively.

The purpose of this program is to reach important state-level decision makers and opinion leaders with a strong, responsible, positive environmental message. We explain how economic progress and responsible liberty can foster environmental quality. The expected results are better-informed public and environmental policies.
